Boxun published a letter from Mr. Zhou Changqi. His daughter was kidnapped by local government as hostage on Jan,19, 2002, to force her mother, who had two children, to receive sterilization surgery, but the local government had never returned back the girl to her parents although the mother had been sterilized. It was said that, the girl was sent to Changsha Children’s Welfare Home (fuliyuan), and then adopted by a foreigner.

Name: zhou baishui  Birthday: May 10, 2001
    
The name and birthday maybe changed by the government employee deliberately or by mistake.

One Boxun  reader us trying to help identify a girl they met in Europe, that girl was adopted from the same place that Zhou Baishui was kidnapped.
