Warning Education Scheduled for Our City
Study
Material on Anti-cult Warning Education
(Specific issue on anti-cult
warning education, to be sent to grassroots agencies)
In accordance with the spirit
of the Notice on Launching Anti-cult Warning Education Campaign in the
Countryside issued by eight central government agencies, and the arrangements
by the 610 Office of the Communist Party Committee of Shanxi Province, the 610
Office of the Communist Party Committee of our city has made proposals based on
the actual situations of our city, and issued a specific document, working out
concrete plan on anti-cult warning education campaign. In addition to the specific training,
propaganda, and education in the countryside, this campaign will also be timely
launched in urban communities in order to constantly explore experiences and
improve grassroots cadres¡¯ and people¡¯s ability to recognize and boycott cults. Leading body, sphere of operation, and
main contents are detailed.
I.
Leading body
The municipal Communist Party
Committee and the government pay high regard to the anti-cult warning
education, and has set up a specific leadership group, with Liang Fengshu,
Deputy Secretary of the municipal Party Committee, Secretary of the
Disciplinary Commission, head of the Leadership Group on Preventing and
Handling Cultic Issues, as head, and leaders from the Department of Personnel,
the Office of Spiritual Civilization Construction, the Bureau of Education, the
Bureau of Public Safety, the Bureau of Agriculture, the municipal Youth
Committee, the Society of Science, and the 610 Office as members. The office of this group will be located
in the 610 Office, taking care of concrete matters regarding this campaign.
II.
Extension of this campaign
In accordance with the spirit
of the work plan on continuing anti-cult warning education in the countryside,
selecting some communities lying between cities and countryside launching
anti-cult education, and timely launching anti-cult education campaign in
elementary and high schools, our city will, complying with actual situations,
specifically and timely train and educate grassroots cadres, residents,
elementary and high school students in the urban area, aside from specific
training, propaganda and education targeting grassroots cadres, residents,
elementary and high school students in the countryside.
III.
Main contents
Study
Materials on Anti-cult Warning Education
Editor¡¯s introduction: To
guide anti-cult warning education, the 610 Office of the Central Committee of
CPC and the provincial Communist Party Committee have issued anti-cult
Propaganda Pictorial and other materials and discs. In order to have a deeper study, the 610
Office of the municipal Party Committee has purposely collected and compiled
some study materials for grassroots¡¯ use, including comments made by
proletarian revolutionary leaders, and Party and state leaders, difference
between cult and religion, cultic activities domestic, overseas, and in our
city, and fifty anti-cult questions and answers. All counties and districts shall, on the
basis of their own situations, adopt various ways and utilize local newspapers,
TV and other media, extending and strengthening anti-cult warning
education. The propaganda shall be
done face-to-face, and reach villages and households, making sure it is known
by everyone, creating an atmosphere within which ¡°Science is honored, families
are cared, life is treasured, and cults are boycotted.¡±

Comments made by proletarian revolutionary
leaders, and Party and state leaders
Engeles: We live not only in the natural
world but also in human society.
And human society has its own history of development and its own
science, just like the natural world.
Therefore, the task is to coordinate social sciences, namely the
combination of historical science and philosophical science, with the basis of
materialism, and make improvements on this basis.
Lenin:
Marxist tactics in dealing with religion is very cautious, and come out of
careful considerations of Marx and Engeles. In the eyes of ignorant people, it is
just an expression of hesitation.
As a matter of fact, it is a direct and natural conclusion drawn from
dialectical materialism.
Mao
Zedong: Only after the great
activists of proletarian movement Marx and Engeles summarized the positive
achievements in human cognition history, particularly absorbed with critique
the positive parts of Hegel¡¯s dialectics, creating the great theory of
dialectical materialism and historical materialism, was there an unprecedented
revolution in the history of human cognition. Afterwards, Lenin and Stalin further
developed this great theory. Once
introduced into
Deng
Xiaoping: In building socialism, we
must follow Marxist dialectical materialism and historical materialism, that
is, coming down to earth, or proceeding from the reality, as summarized by
Comrade Mao Zedong.
Jiang
Zemin: In solving the issues on worldview and life view, the most important
thing is to guide and organize cadres and Party members to further study
Marxism, Leninism, Mao Zedong Thought, in particular, Comrade Deng Xiaoping¡¯s
theory on building socialism with Chinese characteristics, to arm their minds
and direct various works.
Engeles:
There exist some people in various classes, who, after being disappointed with
material liberation, naturally turn to spiritual liberation and comfort in
order to get rid of their despair. It
is almost unnecessary to explain that most of these people seeking spiritual
comfort and trying to avoid external world are naturally slaves.
Lenin: The deepest roots of religious bias are
poverty and ignorance. And we shall
also fight them.
Lenin:
All peoples are equal, and enjoy religious liberty.
Mao
Zedong: The so-called cognition of
objective truth is that, external objective phenomenon and essence reflected in
human practice become untested subjective truth after going through gradual and
sudden changes. In order to know
whether this subjective truth obtained in this process truly reflect objective
truth (namely rule), we shall return to the reality to see if it works.
Jiang
Zemin: As far as religious issues
are concerned, I want to stress three points: first, to comprehensively and
correctly implement Party¡¯s policies on religion; second, to strengthen
management over religious affairs according to law; third, to actively guide
religion to suit the socialist society.
Jiang
Zemin: ¡°Falungong¡± is a cult threatening the society and people. According to incomplete statistics, due
to the practice of ¡°Falungong¡±, over 1,400 people lost their lives. Many practitioners went out of their minds. And many families were broken. ¡°Falungong¡± has caused serious social
consequences. Most practitioners
think ¡°Falungong¡± might help improve their health, failing to know the illegal
activities conducted by plotters, organizers and core members. Therefore, once they knew its essence of
anti-society, anti-science and anti-human beings, they have immediately severed
their ties with it. In today¡¯s
world, though science, technology, and culture are advanced, cultic
organizations threatening public health and normal social order appear from
time to time, such as ¡°Branch Davidian¡± and ¡°People¡¯s
Jiang
Zemin: We shall greatly strengthen grassroots leadership, and improve our
managing and controlling ability over the society. Public safety issues comprehensively
reflect leadership and management over the whole society. After grassroots leadership is
strengthened, and the ability for grassroots education, management and handling
issues is improved, a solid foundation will be laid for public safety
work. Public safety situation is
closely linked with combat and control effectiveness of grassroots
leadership. Strengthen grassroots
leadership is crucial for public safety.
Jiang
Zemin: We shall treat traditional culture of our nation and foreign cultures
with scientific attitude. Our
nation, which has a long history, has created the Chinese civilization which is
brilliant in human history, and formed a traditional culture which is strong
and vital. We shall inherit well
this invaluable culture, absorbing what is good, and getting rid of what is not
good.
Hu
Jintao: The work on preventing and handling other cults has a huge impact on
the Party¡¯s ruling status, and social and political stability. We shall be determined and efficient.
II.
Differences between cults and religions
1.
Traditional religions, new religions, and cults
Traditional
religions usually refer to ones which came into being very early, and enjoy
long and heavy historical and cultural traditions, such as Judaism,
Christianity, Buddhism, Islamism, Hinduism, and Chinese Taoism. And they all enjoy long history and numerous
believers. In addition, due to long
term historical filtering and social reshaping, they have actually become a
part of social infrastructure.
Their leading elements fit into social developing tides. The existence and healthy development
are conducive to social harmony and stability, and social, ethical and moral
improvement.
New
religions, named in contrast to traditional religions, generally refer to ones
which came into being later than traditional religions, and have certain new
forms and characteristics.
Religions established in last century, this century, or after the Second
World War are usually deemed new ones.
Aside from shorter history, new religions generally have small scales
and complex denominations. However,
few of them have large scale, such as Soka Gakkai in

new religions are mentioned, people naturally think of ¡°cults¡±, for cults are
vicious and extreme. Cults and many
other new religions have certain things in common. Both of them come into being rather
late, borrow and revise some terms and teachings (e.g. eschatology) of
traditional religions, attract believers with certain unique forms and
contents, and are strongly utilitarian.
In comparison with traditional religions, cults have three eye-catching
characteristics: First, though traditional religions also center on ¡°supreme
being¡± and ¡°ultimate being¡± of God, in people¡¯s mind this being of God is far
away from them. But the God cults
worship can do various ¡°miracles¡±, and is a savior who is besides them and
almighty; Secondly, though traditional religions also have church organizations
or faith group, they are all legal and public. But cults are similar to such
clandestine organizations as gang and black society. This hinges on their vicious purpose of
anti-reality, anti-human beings and anti-society; thirdly, traditional
religions have lofty and good spiritual pursuit. Their existence is conducive to social
stability and development. But the
essence and purpose of evil teachings propagated by cultic organizations is
anti-science, anti-civilization and anti-society. Therefore, cults are evil not only from
the perspective of the interests of the state, society and people but also from
the perspective of normal, legal and beneficial religions. They are not legal and orthodox
religions.
2.
Cults¡ªThen and Now
Since
ancient times, cultic organizations have been in the

At the time of Wei Wenhou in the Warring Period, there was a rascal who
claimed if the god of river was not offered a wife, calamities would

girls were pushed into the river and lost their lives. Today, Li Hongzhi intimidated people
with the theory on the doom¡¯s day and explosion of the earth.

to collect money with evil teachings.
Most of the leaders of cultic organizations are greedy, and collect
money in various ways. At the time
of Qianlong, there was a rascal in

Most of the rascals around the world are womanizers, who think of every
way to womanize. In Ming Dynasty
there existed an evil force in Guangxi, who claimed in the name of religion
that Buddha in

Most of the cultic leaders both now and then did not hesitate to kill
people for the sake of money or others.
At the time of Shunzi, Qing Dynasty, a learned man, while reading, heard
someone crying out that he did not want to be a Buddha. He climbed a tree to see what was
happening. And he saw many people
surrounded and paid their respect to a man, wishing him to go to the heaven
sooner. And there was an iron rod
nearby him. Subsequently an
ascension ceremony was held. The
learned suddenly realized that the man to be burnt was the one who cried out he
did not want to be a Buddha. So he
rushed to report to the officials.
When the officials came to the scene, the man had died, with an iron
nail in his buttocks, and blood all over the seat. During the interrogation, the rascals
admitted to take this way to cheat people and collect ¡°incense money¡±. Today, though Li Hongzhi does not kill
people in the same way, he has caused the death of over 1,400 people.
Fifthly,
to fan troubles with evil teachings.
Once the leaders of cultic forces and organizations collect enough
money, they start to live luxury lives.
As time goes by, they will have political ambitions. In Xi Han Dynasty there was a felon who
obtained trust from Emperor Liu Che through reporting others, and was given an
official title. Later he summoned
some wizards, asking them to spread the rumor that the palace was covered with
confusion and poison. The emperor
was thus sick. The capitol city
Chang An was in chaos. Both queen
and prince committed suicide.
Today, Li Hongzhi has much bigger political ambitions. He established 39 Falungong general
bases, 1,900 tutoring stations, 28,263 practice spots, and instigated ten
thousand people to surround Zhongnanhai (the leadership compound of

Trend of cultic activities

From the international perspective, western
anti-China forces led by the

From the domestic perspective, stubborn
Falungong practitioners, under the instruction of overseas Falungong cult,
conduct more frequent underground activities. They flagrantly launch the so-called
¡°safeguarding legal rights¡± and other confrontational operations, delivering
¡°appealing¡± materials, making troubles in the court, and interfering in massive
incidents. 38.2% more underground Falungong groups were targeted in the first
half of 2004. At the same time,
other cultic activities in the name of religion are also rampant. Currently, the most active groups are
¡°Three Ranking Servants¡±, ¡°Real God¡±, and ¡°Disciple Society¡±. ¡°Three Ranking Servants¡± group spreads
over 18 provinces, claiming a million members. They set up enterprises, develop their
organization, and have been involved in 16 murder cases, killing 20
people. ¡°Real God¡± group, which
enjoy a tight organization and a fast development, has spread over 30
provinces, claiming a million believers.
¡°Disciple Society¡± has 130 thousand units, claiming over a million
members. The Zhongyuan assembly
only touches upon 15 provinces.

From the provincial perspective, cultic
activities by Falungong cannot be neglected. From January to October in 2004, 509
Falungong cases took place in our province, rising 12% over the same period
last year. 151 Falungong
practitioners were arrested, rising 65%.
66,703 copies of reactionary propaganda materials were confiscated,
rising 453%. 17 criminal groups
were targeted, rising 112%. 2237
illegal satellite receivers were confiscated. 7 coordinating cases between overseas
and domestic Falungong groups were identified by the state security department,
with 5 of them solved. It was the
first time that three Falungong practitioners from the

From municipal perspective, there are 4 cultic
organizations in our city, which operate to different extent. The first one is
There
exist 6 harmful Qigong groups in our city, namely, ¡°Zhong Gong¡±, ¡°Puti Gong¡±,
¡°Xiang Gong¡±, ¡°San San Jiu Cheng Yuang Gong¡±, ¡°Yuanji Gong¡±, and ¡°Yuzhou Shen
Gong¡±. Nowadays, ¡°Zhong Gong¡± group
has been banned according to law.
Other five groups have voluntarily dismissed themselves, stopping their
public activities. So far illegal
conducts has not been discovered.
IV.
Anti-Cult warning education questions and
answers
1.
The 610 Office of the CPC Central Committee pays
high regard to the launching of four healthy Qigong, namely, Liu Zi
Jue, Wu Qin Xi, Ba Jin Duan, Yi Jin Jing, which are produced by the
State General Bureau on Sports.

To love motherland, people, labor, science, and
socialism is the fundamental requirement of citizen¡¯s moral
construction.
3.
Citizen¡¯s basic moral standard can be summarized
in 20 Chinese characters as: love the motherland, keep the law, be polite
and honest, keep solidarity and friendship, be hardworking and thrifty, improve
self, and be dedicated to our career.
4.
The subject for the youth volunteer campaign is dedication,
friendship, mutual help, and progress.

Yungang Grotto in our city is listed
as the world heritage.
6.
Our city¡¯s GDP in 2004 reaches 30 billion
Yuan, fiscal income 4.5 billion Yuan, and per capita net income of the
peasants 2,230 Yuan, which rises 12%.

The education on maintaining the advanced
character of the Communist Party members is about to be launched
nationwide.

The village Party branch and the village
committee have the responsibilities to educate and lead the villagers to
prevent and boycott cults.

The village Party branch and the village
committee shall do propaganda on honoring science and opposing cults to
the villagers, making cults targeted by everyone everywhere.

Practice proves that, if countryside
grassroots leadership is capable and strong, cults have no room to exist.

Principals of elementary and
high schools shall take responsibility to keep cults out of campus.

Schools have obligations to educate
and lead youngsters to study science, love science, be scientific, and
voluntarily boycott cults.

Students shall use scientific and cultural
knowledge they have learned to influence their parents, making
contributions for their families¡¯ boycotting cults.
15.
The Communist Party members and Youth League
members have obligations to take the lead in boycotting cultic
activities.
16.
When encountering cultic cheating, we shall not
listen, believe, and propagate.
17.
Cultic organizations are illegal ones
established in the name of religion, Qigong or others, which deify their
leaders, confuse and poison people¡¯s mind, cheat others through making and
disseminating superstitious teachings, develop and control members, and harm
the society.
18.
When we know our relatives and friends are
cheated into joining cults, we shall help and advise them to quit as
soon as possible.
19.
The essence of cults is anti-society,
anti-science, and anti-human beings.
20.
Cults¡¯ key characteristics are: worshipping
their leaders, fabricating evil teachings, controlling people¡¯s mind,
collecting money, associating clandestinely, and harming the society.
21.
In order to deify themselves, cultic
leaders often claim themselves ¡°God¡± or ¡°Buddha¡±.
22.
In order to cheat people, cults often take the
name of religion and Qigong.
23.
Cults often spread the rumor on ¡°Doomsday¡±,
claiming that ¡°the earth is about to explode, and human beings are about to be
destroyed¡±, threatening and intimidating people, and bothering the social
order.
24.
In order to cheat people into cults,
cults often spread the rumor that ¡°one can be healed without seeing a doctor or
taking any medicine¡±.
25.
Cults often cite natural calamities to
intimidate farmers, claiming these are the precursor of ¡°Doomsday¡±, thus
cheating people joining them.

In order to control people¡¯s minds, cults
demonize non-believers.
27.
Cults control believers¡¯ mind, forcing
them to submit absolutely to the leaders.
28.
Though forcing the cheated people to accept their
evil teachings, cultic organizations deprive them of their self
awareness and analysis and judgment abilities.
29.
Cultic leaders claim that, ¡°believers go to the
heaven, and non-believers the hell¡±, seducing and threatening people.
30.
Cultic organizations often recruit members from friends
and relatives.
31.
After cheating some peasants join them, cultic
organizations instruct them to cheat others.
32.
Some cultic members use nicknames or codes for
contact. And their activities are clandestine.
33.
Cultic organizations are well organized,
conducting illegal activities clandestinely under the supervision of their
leaders.
34.
Falungong have attacked Xinnuo Satellite
many times. The latest attack took
place on November 20 last year.
35.
On December 27 last year, Liao Yuanhua, a
core member of Falungong, fabricated rumors, slandering the police, and
frequenting overseas Minghui website.
36.
An important purpose of cultic leaders is to
cheat people of money.
37.
Some peasants, after joining cultic
organizations, stop caring about their families and farming fields. And their lives switch from stableness
and wealth to poverty.
38.
To cure various diseases is
also how cults cheat people.
39.
Those who mistakenly join cults are victims, and
our brothers and sisters. And we
shall try our best to help and save them.
40.
It is illegal to participate in cultic
activities. Never do it.
41.
One who flagrantly insults others, or fabricates
facts to slander others will be charged with insult and slander in
accordance with Article 246 of the Criminal Code.
42.
One who organizes and utilizes cultic
organizations to cheat others of money will be charged with racketeering
in accordance with Article 266 of the Criminal Code.
43.
Cultic members who hamper government officials
discharging their duties through violence and intimidation will be charged with
hampering official duties in accordance with Item 1, Article 277 of the
Criminal Code.
44.
One who organizes and utilizes cultic
organizations to make and spread superstitious and evil teachings, and instruct
or coerce others to commit suicide or to hurt themselves will be charged with murder
or purposeful harming others in accordance with Article 232, 234 of the
Criminal Code.
45.
One who organizes and utilizes cultic
organizations to rape women or minor girls through seduction, intimidation,
cheating or other ways will be charged with rape or sexually offending
minor girls in accordance with Article 236 of the Criminal Code.
46.
We shall properly handle family and neighborhood
relationships, leaving no room for cults.
47.
Cultic illegal activities shall be reported
to the police or village leaders immediately.
48.
An important aspect of the rule of law is to
improve people¡¯s legal awareness, and their scientific and cultural
makings.
49.
To prevent and boycott cults is crucial to the
longtime stability of the countryside.
50.
Grassroots government agencies shall often
conduct cultural and athletic activities pleasing to the people to boycott
various old customs and bad habits.
