Shu Wenxiang is a man born on July 15, 1962. He is of Han nationality and his ID number is 413001196207153534. He has completed a high school education and is a peasant by occupation. Currently, he resides at 118, Group 3, Guangming Village, Qianjin Township, Pingqiao District, Xinyang City of Henan Province.
Facts of violation of the law and evidence: On March 14, 2007, he attended a gathering of the Chinese Gospel Fellowship at Tanmiao Village, Nanwan Township of Xinyang and was caught by the police who lectured and educated him. After that, he would not mend his ways and continued to engage in illegal activities. Prior to the wheat harvest of 2008 and on December 2, 2008, he went together with Tang Houyong to Taikang to engage in illegal proselytizing at the invitations of Xie Zhenqi, a former member of the Shouters residing at Poxie Village, Zhukou Township of Taikang County. On December 3, 2008, he was caught on location by Taikang County Domestic Defense Protection Squad. That gathering was attended by 45 people from four places, including Taikang, Fugou and Xinyang. After an inspection of the site, the following items were seized by the authorities: 22 copies of the textbook “Training in Ministering the Gospel to Children” designed for proselytizing for the children, seven optical discs, 15 pages of proselytizing series lessons and other illegal items.
The above facts are proven by the confession of the party concerned, the confession of the other offenders involved in the same case, the seized items, documents and receipts.
Pursuant to Item 1, Article 1 of the “Decision of the State Council on Re-education Through Labor” and Article 13 of the “Pilot Program of Re-education Through Labor,” it is now decided that Shu Wenxiang be sentenced to re-education through labor for one year.
In case of an objection to this decision, the party concerned may apply for an administrative reconsideration within 60 days from the receipt of this decision statement at Zhoukou Municipal People’s Government or Henan Provincial Re-education through Labor Management Committee (Address: 3, Jinshui Road, Zhengzhou). He may also apply for an administrative litigation directly at the People’s Court within three months from the receipt of this decision statement.

Tang Houyong is a man born on October 3, 1981. He is of Han nationality and his ID number is 413023198110036419. He has completed a junior high school education and is a peasant by occupation. Currently, he resides at 12, Liuwan Village, Dongjiahe Township, Shihe District, Xinyang City of Henan Province.
Facts of violation of the law and evidence: On March 14, 2007, he attended a gathering of the Chinese Gospel Fellowship at Tanmiao Village, Nanwan Township of Xinyang and was caught by the police who lectured and educated him. During a gathering of co-workers held in Xinyang at the end of 2007, Tang Houyong got to know Xie Zhenqi, a former member of the Shouters of Zhoukou Township of Taikang County. Prior to the wheat harvest of 2008 and on December 2, 2008, he went together with Shu Wenxiang to Taikang to engage in illegal proselytizing at the invitations of Xie Zhenqi, a former member of the Shouters residing at Poxie Village, Zhukou Township of Taikang County. Xie Zhenqi is a man born on December 20, 1945. He is of Han nationality and his ID number is 412724194512206914. He has completed an elementary school education and is a peasant by occupation. Currently, he resides at Poxie Village, Zhukou Township, Taikang County of Henan Province.
History of criminal activities: He was placed on a 15-day administrative detention in October 1997 by Xinyang Municipal Public Security agency.
Facts of violation of the law and evidence: Xie Zhenqi, a villager of Poxie Village, Zhoukou Township of Taikang County began to participate in activities of the Shouters in 1990. In 1993, he got to know Hao Changguo, president of Henan-Hubei Missionary Society of the “Chinese Gospel Fellowship” of Xinyang. In October 1997, Xie Zhenqi attended a gathering of co-workers in Nanwan Township of Xinyang and was placed on a 15-day administrative detention by Xinyang Municipal Public Security Bureau. After that, he would not mend his ways and went again to Xinyang to attend gatherings of co-workers around December 2007. He also invited on many occasions missionaries from the “Chinese Gospel Fellowship” to proselytize in Taikang. Prior to the wheat harvest of 2008, Xie Zhenqi invited Shu Wenxiang and Tang Houyong to proselytize in Taikang. On December 2 and December 3, 2008, Xie Zhenqi once again organized 45 people from Taikang, Zhecheng, Fugou and Xinyang to attend an illegal gathering in the private residence of Xie Ruming from the same village. They were caught by Taikang County Domestic Defense Protection Squad. After an inspection of the site, the following items were seized by the authorities: 22 copies of the textbook “Training in Ministering the Gospel to Children” designed for proselytizing for the children, seven optical discs, 15 pages of proselytizing series lessons and other illegal items.
