Notification and Confirmation Statement on the Illegal Religious Infiltration Activities by xxx.
Through tips from the people and investigations conducted by this committee, it is confirmed that xxx, with xxx nationality, Passport No. xxx, has been engaging in religious infiltration activities in xxx area since 2000 in the name of doing business.  He/she preached Christianity among people of Uyghur nationality, distributed religious propaganda materials and converted people into Christians.  His conduct has seriously violated the following laws, statutes and related regulations:
1.  He violated Article 8 of “Provisions on the Administration of Religious Activities of Aliens within the Territory of the People’s Republic of China” which states:
“Aliens must not convert Chinese citizens, appoint religious officers or engage in other missionary activities.”
2.   He violated Article 17 of  “Rules for the Implementation of the Provisions on the Administration of Religious Activities of Aliens within the Territory of the People’s Republic of China” which states:
Aliens must not engage in the following missionary activities within the territory of China:
(1) appointing religious officers among Chinese citizens;
(2) converting Chinese citizens;
(3) preaching and expounding the Bible at the sites for religious activities without permission;
(4) preaching and expounding the Bible or holding religious gatherings at places other than the legally registered sites for religious activities;
(5) conducting religious activities with Chinese citizens at temporary sites for religious activities;
(6) producing or selling religious publications, religious audio-visual products, religious electronic publications or other religious products;
(7) distributing religious propaganda materials;
(8) engaging in other forms of missionary activities.
He violated Article 9 of “Temporary Provisions on the Administration of Religious Activities in Xinjiang Uyghur Autonomous Region” that states: “No religious organizations or religious people may give sermons, proselytize or preach theism outside the sites registered for religious activities.  They may not distribute at any place religious flyers, religious publications and audio-visual products not approved by designated government agencies.  He also violated Article 18 that states: “Foreign religious organizations and personnel may not preach or distribute religious propaganda materials in our area.”
4.  He violated Article 2 of “Notice on Strengthening the Administration on Christianity and Catholicism” promulgated by United Front Work Department of Xinjiang Uyghur Autonomous Region that states: “One may not convert people of minority nationalities who believe in Islam and Lamaism.  One may not convert people in border regions.”  Based on a large amount of evidence collected during the investigation conducted by this committee, we have come to this conclusion: xxx’s conduct of illegal religious infiltration has seriously violated the laws and statutes of the People’s Republic of China.  We hereby notify him: “Immediately stop the illegal religious activities.”  Pursuant to the provisions in “Law of the People’s Republic of China on Administration of the Entry and Exit of Aliens,” xxx Municipal Public Security Bureau has rendered the penalty.
