(Wuhan, Hubei—March 23, 2019) Officials seized a supporter of a human rights activist as he traveled from Wuhan to Beijing on the morning of March 1 and held him under administrative detention.
The prisoner, Yin Xu’an, was captured at Wuhan Railway Station at 3:00 a.m. and taken away. Officials confiscated his cell phone and accused him of disrupting social order and safeguarding human rights. Other human rights advocates were also imprisoned with him. On the third day of his imprisonment, he suffered a health crisis, and officials allowed him to see a doctor. The physician said he should be hospitalized, but the stability maintenance officers charged with watching Yin refused. Instead, they held him under administrative detention for 15 days.
After his release, the local government sent personnel to collect him, and he requested to be immediately hospitalized. At the hospital, medical staff discovered that his blood pressure had skyrocketed to 260. Because he lacked funds for treatment, he returned home after registering at the hospital.
Last month, Yin was hospitalized for a week and forced to leave when the hospital forcibly discharged him. He suspected the authorities were behind the discharge, so he decided to travel to Beijing for treatment.
Authorities likely targeted Yin at this time because of the Two Sessions, or the meetings of China’s two major political bodies, the Chinese People’s Political Consultative Conference (CPPCC) and the National People’s Congress. This year, many people considered “sensitive” by the Chinese state were monitored, including pastors and human rights activists, with officials citing unfounded security concerns as the reason for their escalated vigilance over these individuals.
On July 25, 2015, Yin Xu’an and more than 10 others took photos of themselves wearing T-shirts supporting Wu Gan, a human rights activist currently serving an eight-year sentence for criticizing officials. Because of this, Yin was placed under criminal detention and then arrested on a provoking troubles charge, for which he was sentenced to three-and-a-half years in prison on May 27, 2017. He was released on Dec. 27, 2018, upon the completion of jail term.
