Circular on the penalty on the two leading members of the construction company
To Party branches in all work units of the division:
At about 10:30 on the night of June 1, 2007, after careful planning, Office 610 of the division, Office of Political and Legal Affairs, along with members from the local police station of the Public Security Bureau, abolished a Christian gathering venue inside the residence of Gao Hongzhi, a person from outside the jurisdiction of the division’s construction company.
The two leading members in the construction company failed to detect this problem in time, hence this loophole in the overall management.
Based upon the principle of “administration by the local authority” as specified in the comprehensive management policy on public security and in conjunction with Article 11 of “Statement of Responsibility in Reaching Goals of Public Security in 2007 for Division 49” and Article 3 of “Methods in Anti-cult Administration, Testing and Reward/penalty for Division 49,” the Party committee of the division has made the following decision through discussions. The penalties dealt to the two leading members are as follows:
1.      A fine of 1,000 yuan is imposed on Comrade Liu Xia, Party secretary of the construction company.  The entire division is to be notified of this and Comrade Liu shall submit a written statement of self-criticism to the division’s Party committee.
2.      A fine of 1,000 yuan is imposed on Comrade Yang Linchao, deputy Party secretary of the construction company.  The entire division is to be notified of this and Comrade Yang shall submit a written statement of self-criticism to the division’s Party committee.
3.      Gao Dongfeng, the son of Gao Hongzhi (in whose residence the gathering occurred), is currently a cadre member hired by the Capital Construction Division.  He knew what was going on but chose not to report it.  He is therefore inescapably responsible for this.  The division’s Party committee hereby terminates his employment.
We hope that after all the Party branches receive this notice, it will make them pay more attention to this issue and do a better job in understanding the background of residents in their work units in conjunction with the semi-annual anti-cult census system.  With this, we hope the various work units will have a clear idea of the background of people living in their area of jurisdiction and do a better job in the prevention and supervision of problems caused by people that need special attention.
