(Gansu–Sept. 24, 2013) A 16-year-old Chinese boy, Yang Hui, is one of the first to be arrested following China’s new “anti-rumor” guidelines. According to the guidelines, posting a blog post that is viewed more than 5,000 times or reblogged more than 500 times is  a punishable offense. Yang was arrested following a post that questioned the local public security bureau’s investigation into the death of a local business owner.
