On Monday, Chinese billionaire Guo Wengui was sentenced by a federal judge to 30 years in prison for defrauding his supporters of over $1 billion dollars. Bob Fu of ChinaAid, a pastor and victim of Guo’s harassment in fall 2020, called the decision “a victory for justice.”
While Guo solicited donations for his Rule of Law Society and supposed “anti-communism” cause, Deputy U.S. Attorney Sean Buckley stated that “Guo exploited the trust that thousands had placed in him for his own greed,” according to a press release from the U.S. Attorney’s Office, Southern District of New York.
Over several months, Guo, also known as Miles Kwok or Miles Guo, targeted multiple Chinese dissidents – including Fu, his family and Texas-based nonprofit ministry – with harassment and death threats as documented in statements and reports at the time.
On Sept. 26, 2020, when Fu was away on travel yet his family was at their home in Midland, Texas, multiple supporters of Guo came and protested outside the suburban residence. At the time, Guo falsely accused Fu of being a “fake pastor” and “communist spy.” Then Guo urged his supporters to join protests that required local police presence to protect Fu and his family.
Fu and ChinaAid were granted a federal court injunction in January 2021 that barred Guo or his supporters from picketing or approaching Fu’s residence or the nonprofit ministry’s property in Midland.

It is a victory for justice and the rule of law for self-exiled Chinese billionaire Guo Wengui to be sentenced to 30 years in U.S. federal prison following his fraud conviction.
For my family and ChinaAid, this is more than just a financial fraud case. Guo was the ringleader of the coordinated harassment campaign against my family and our organization in 2020, when paid protesters threatened and intimidated us outside our home in Midland, Texas, for nearly three months.
While today’s sentence cannot undo the harm inflicted on my family and many others, it demonstrates that no one is above the law. Justice may be delayed, but it should not be denied.
We hope this outcome sends a clear message that those who orchestrate intimidation, harassment, and criminal misconduct—regardless of their wealth or political influence—will ultimately be held accountable.
