(HANGZHOU – November 14, 2008) Ye Xilou is a male born on November 18, 1964.  His ID No. is 330327196411186410.  He is of Han Nationality and has completed an education in elementary school.  He is unemployed and his household registration is at Nos. 173-175, Kangmin Road, Wukang Township, Deqing County, Zhejiang Province.  His current temporary address is Room 602, Unit 2, Building 3, Xiangxieli Residential Complex, Hangzhou Economic and Technological Development Zone of Hangzhou Municipality.  On November 2, 2008, he was placed under administrative detention for 15 days (already canceled) because of this case.
The Public Security Branch of Hangzhou Economic and Technological Development Zone of Hangzhou Municipal Public Security Bureau charges:  Starting from November 2007, Ye Xilou has on many occasions organized Chu, Zheng and other students in his temporary residence located at Room 602, Unit 2, Building 3, Xiangxieli Residential Complex, Hangzhou Economic and Technological Development Zone of Hangzhou Municipality to study the “Holy Word for Morning Revival,” “The Holy Bible Recovery Version” and other cult books. Thus, they engaged in cult activities.
Ye Xilou pleaded no contest to the above facts of illegal activities as charged by the Public Security agencies.
After this committee reviewed this case, it sent as provided by law to Ye Xilou on November 11, 2008 the “Hearing and Questioning Notification” made by this committee which is coded Hang Lao Jiao Ling Gao Zi (2008) No. 8, notifying him that he has the right to apply for a hearing and questioning by this committee.  After Ye Xilou received the “Hearing and Questioning Notification” of this committee, he didn’t apply for the hearing and questioning within the time specified.
This committee has found out through reviews that starting from November 2007, Ye Xilou participated on many occasions in cult gatherings at his temporary residence located at Room 602, Unit 2, Building 3, Xiangxieli Residential Complex, Hangzhou Economic and Technological Development Zone of Hangzhou Municipality.  He organized Chu, Zheng, Cao and many other people in studying the “Holy Word for Morning Revival,” “The Holy Bible Recovery Version” and other books that promote a cult.  He indoctrinated cult ideas and organized and participated in cult activities.
At about 9 o’clock on September 2, 2008, Ye Xilou was caught by the Public Security agencies while attending a gathering at Room 602, Unit 2, Building 3, Xiangxieli Residential Complex, Hangzhou Economic and Technological Development Zone of Hangzhou Municipality.
The above facts are proved by Ye Xilou’s statements and arguments, Chen Fangtu and Zhang Yegen’s statements and arguments, testimonies by witnesses Chu, Zheng, Cao and Gao, material evidence of the “Holy Word for Morning Revival,” “The Holy Bible Recovery Version” and other materials that promote the cult, the verification statement, photos of the site, audio/video materials, identification materials of Ye Xilou and other evidence.  The above pieces of evidence corroborate each other and form a chain.  The facts in this case are clear and the evidence is accurate and sufficient and is therefore enough to determine the case.  Ye Xilou defied the law and regulations of the state, preached a cult and incited other people to engage in cult activities.  He utilized a cult organization to undermine the implementation of the law and should be placed in a re-education through labor program according to law.
Pursuant to Clause 4, Article 10 and Article 13 of the “Pilot Program of Re-education through Labor” and other relevant provisions, and on the basis of the relevant facts and circumstances of the case, it is decided to place Ye Xilou in a one-year program of re-education through labor.  Before the decision on the re-education through labor, Ye Xilou, the person placed in re-education through labor, was placed under administrative detention.  The term for this re-education through labor is to be shortened by one day for each day spent in administrative detention.  The program of re-education through labor starts from November 2, 2008 and ends on November 1, 2009.
If the party concerned refuses to accept this decision, he may apply for reconsideration at Zhejiang Provincial Re-education through Labor Committee (within Public Security Department) or Hangzhou Municipal People’s Government within 60 days after receiving this decision or he can submit an administrative litigation at the People’s Court within three months after receiving this decision.
