DECISION STATEMENT ON PUBLIC SECURITY ADMINISTRATIVE PENALTY

It has been found that at about 10 o’clock on January 31, 2008, Ruan Lili, actor in violating the law, got together with Wang Xia, Ruan Lingling and other people and illegally distributed Christian materials in the waiting hall of the Jiaojiang District Temporary General Passenger Station.  They were caught right on the spot.  Public Security Bureau found large quantities of illegally printed flyers promoting Christianity in the rooms located at 140-5, Gongren Road, Jiaojiang District.  It is also found through investigations that Ye Liping, actor in violating the law, illegally printed Christian flyers and distributed them in Gongren Road of Jiaojiang District, bus stations and other places.
The above facts are confirmed by the statements and arguments of Ruan Lili, Wang Xia, Ruan Lingling, Ye Liping and others, actors in violating law, and are also confirmed by the testimonies of witnesses, material evidence, the process of investigation and other evidence.
Pursuant to Clause 2, Article 27 and Clause 1, Article 11 of Law of the People’s Republic of China on Public Security Administration Punishments and Article 50 of Regulations on Religious Matters of Zhejiang Province, it is decided that they receive a penalty of five days of administrative detention.  You are hereby notified upon the receipt of this decision statement that the penalty shall be rendered at Jiaojiang District Detention Center of Jiaojiang District Public Security Bureau.
If you do not accept this decision, you may apply for administrative reconsideration within six days after receiving this decision statement at Taizhou Municipal Public Security Bureau or Jiaojiang District People’s Government.  The latter will submit an administrative litigation according to law at Jiaojiang People’s Court within three months after receiving this decision statement.
